U.S. Senator Josh Hawley from Missouri presented a law to punish people and organizations when they obtain or use Chinese AI developments. The proposed law Decoupling America’s Artificial Intelligence Capabilities from China Act works to restrict China’s access to AI technologies that American companies discover.
The bill does not name DeepSeek AI but its language would make this chatbot illegal to own and use throughout the United States. When this law takes effect companies will need to pay up to $100 million fines while individuals who break it may do 20 years of prison plus $1 million penalty. The US government would terminate their federal business opportunities and benefits to anyone who violates this law.
Hawley presented the bill as necessary to defend U.S. security interests by blocking Chinese use of funding and data used to create artificial intelligence for military advantage. He cautioned that any data or money sent to Chinese AI systems will be used to harm America.
Hawley stated:
“America cannot afford to empower our greatest adversary at the expense of our own strength. Ensuring American economic superiority means cutting China off from American ingenuity and halting the subsidization of CCP innovation.”
Under the suggested rules American businesses must stop AI work in China use Chinese AI partners and give up their investment there. DeepSeek AI received a national ban in Italy due to national data protection worries making international governments focus more on DeepSeek AI privacy. Many nations across the globe now need DeepSeek to explain its data handling procedures better.
The new bill receives strong opposition from professionals in AI research and the industry. These AI experts say that passing the AI bill would slow open-source technology in America and distance it from worldwide progress. In his view Brooks predicted that limiting access to AI technologies would harm US innovation instead of slowing Chinese progress.
Andy Ayrey who built Truth Terminal expressed his opinion that the legislation may diminish AI progress in Western nations. He wanted the world to use democratic-minded AI toolkits because they would help shape the worldwide AI advancement better than closed technology choices. Lawmakers need to discuss how this bill will both protect the country while sustaining AI research and growth.
